Participating the workshop, there were representatives from the Department of Science, Technology and Environment , DWR and Disaster Management Authorities, Department of International Cooperation, Ministry of Agriculture and Rural Development, CPO Irrigation, CPO Agriculture; Representatives of the Ministry of Science and Technology, Ministry of Natural Resources and Environment; representatives of Ninh Thuan province; Representatives of universities, research institutes and international organizations. On behalf of the FAO, Mr. Pawin Padungtod - FAO Representative in Viet Nam and FAO experts.

In the opening remarks of the workshop, Asso Prof, Dr. Nguyen Vu Viet expressed his sincere thank to the FAO for its support and to the IWE - VAWR. He also concencerned the drastic damage caused by the drought from 2014 to mid-2016 in the South Central Coast, Central Highlands and South Vietnam, and suggested that agriculture is the most vulnerable sector by drought.

Drought response measures have been implemented at national and local levels, but the lack of appropriate drought monitoring tools and early warning mechanisms and capacity leading to the Government was not be able to response effectively, especially in allocating physical and financial resources to the right place where it is needed. Changing from a crisis response and management approach to a proactive, risk-based approach to drought management requires the application of risk management policies and appropriate institutional arrangements. It is necessary to develop the capacity for planning and management, Dr. Viet said.

In that context, FAO and IWE have been working together to identify drought indicators that can be used to monitor and warn drought early in Vietnam. The agricultural tensions index developed by FAO has been selected as the basis for the development of ASIS at the national level. This has been realized by the project "Strengthening the agricultural climate information system to develop the agricultural monitoring and early warning system in Vietnam (NEWS), piloting in Ninh Thuan TCP / VIE / 3603) " funded by the (FAO) and approved by the Ministry of Agriculture and Rural Development (MARD).

VAWR, IWE and the Directorate of Water Resources in collaboration with the United Nations Food and Agriculture Organization (FAO) organized inception workshop with the purpose of sharing information on the project and discussing expected results as well as plans for the project implementation in the coming time, "said the Director general.

With a duration of 18 months, the NEWS project, piloted in Ninh Thuan under the auspices of FAO and supported by the FAO, aims to set up an agricultural surveillance system based on remote sensing data; Forecast area affected by drought with probable levels and estimated yields within 1 to 2 months before harvest; The study investigated the early term based on the relationship between El Nino and reservoir water levels, vegetation indexes; Integrate the ASIS system into the operation of local irrigation systems; Comparison of system operation with METIS and MODIS on ASIS; Develop a provincial drought management plan with drought mitigation campaigns; Technical proposals, guidelines and practical lessons learned from the pilot system model, upgrading the system to the national level; Complementary to the existing drought information systems in Vietnam. Expected results of the project include the assessment of drought characteristics and socio-economic context at the district level in Ninh Thuan province; Modify and deploy using GIS web-based tool for independent ASIS module for Ninh Thuan province; Strategy to upgrade the testing system to the national level.
