Meeting with the Board of Science and Technology Program for the New Rural Development.

In the 4th July 2018, the Leader of Vietnam Academy for Water Resources (VAWRR, in short is Academy) had a working session with the Board of Science and Technology program for New Rural Development.

The attendants in the meeting were Prof. Dr. Nguyen Tuan Anh - Head of Science and Technology Program for New Rural Development; Assoc. Prof. Dr. Nguyen Vu Viet - Director of VAWRR; Assoc. Prof. Dr. Nguyen Tung Phong - Deputy Director; Heads of units and managers of the research topics under the Program. There were also staffs from the Program Office.

At the meeting, Prof. Dr. Nguyen Tuan Anh, Head of the Science and Technology Program for Rural Development, shared the achievements, existing issues and constrains during the implementation of the New Rural Development Program.

Prof. Dr. affirms that this Program has been paid much attention of the Party, State, ministries and central agencies.

"The leaders of the Party, the State and the Minister of Agriculture and Rural Development attach great importance to the scientific and technological research, learning national and international experiences on new rural development."

Prof. Dr. Nguyen Tuan Anh highly appreciated the support from the VAWRR as well as some units under the Academy to the Program Office and highly appreciated the progress and quality of the research topics under the Program which are managed by Academy officers. Also, Prof. Dr. has also suggested some new research directions for the Academy and its affiliated units in the future.

Regarding to the preparation for the Program Phase 1 final review conference, the Program Director sent an invitation to leaders of the Academy as well as to the leaders of the units to participate in this summation conference.

On behalf of the VAWRR, Assoc. Prof. Dr. Nguyen Vu Viet - Director of the Academy thanked the attention and support of the Program Office during the past period. The Academy Director requests the heads of the affiliated units whose staffs are responsible for the research topic(s) under the Program to direct and request them to do well the selection of research topics as well as proposing new topics that meet the requirements of the society and the requirements of the Program framework.

"The Vietnam Academy for Water Resources will set up a monitoring program to the progress, quality and products of the research topics under Program" said the Academy's director.

 The Director expected that in the coming time, the VAWRR will continuously receive the support from the Program Office as well as the Program Manager.

Speaking at the meeting, Assoc. Prof. Dr. Nguyen Tung Phong, Vice Director of the Academy and Director of the Institute for Water Resources, Irrigation and Environment, highly appreciated the achievements of the program in 2011-2017.

The Academy Deputy Director made some suggestions on cooperation with national and international enterprises, particularly, the cooperation and investment in deep-water aquaculture technology with Israel and said that in the coming time, the affiliated units under the Academy should pay attention to develop these "sea-deading" technologies.

In addition, the Vice Director of the Academy has highly appreciated the Proceedings as well as the documents of the Program and affirmed that this is the crystallization of products and intellectual sciences in the Science and Technology Program for New Rural development. This is an important and useful reference for management agencies as well as scientific research institutions.

New Rural Development Program is a comprehensive rural socio-economic development strategy under a comprehensive national target program which is to synchronously implement the tasks assigned by the Resolution No. 26 / NQ / TW of the Xth Party Congress on agriculture, farmers, rural. New rural development focuses on the development of all three core targets, of which farmers being the subject of development process; New rural development will be associated with the construction of industrial facilities, services and urban development as the basis and the key point is comprehensive development and modernization of agriculture.

The issues that need to be solved in new rural development program are diversified and complex in many disciplines of science and technology including theoretical foundations, institutional refinement, from policies to specific science and technology solutions, demonstration models in many economic, cultural and social fields of agriculture, farmers and rural areas.

The Science and Technology Program for New Rural Development approved by the Government in Decision No. 27 / QD-TTg dated January 5, 2012 is a comprehensive and interdisciplinary scientific and technological program. The Program has been implemented in the period 2011-2017, which is an important hinge for the implementation of the Resolution No. 26-NQ / TW of the Xth Party Congress on agriculture, farmers, rural. During this period, the Program has implemented 69 research topics and projects, initially achieving the objectives assigned by the Government, contributing positively to the new rural development. The results of the Program have provided many valuable contents, contributing to supplementing and improving theoretical foundations, mechanisms, policies, proposing scientific and technological solutions, developing demonstration models based on of application of new rural research findings and technical advances. The program also contributes to the training of human resources in agriculture and rural areas, raising the awareness and level of scientific and technological application of local people serving new rural development.
