On March 1st , 2018, a memorandum of understanding (MoU) was signed between VAWR and NDMI

Attending and witnessing the signing ceremony, on behalf of the Ministry of Agriculture and Rural Development (MARD), there were representatives from Department of Science, Technology and International Cooperation – Disaster Management Authority (DMA); from VAWR, there was Assoc.Prof. Nguyen Tung Phong - Deputy Director General, Dr. Nguyen Dang Giap; KLORCE and representatives  from Center for Training and International Cooperation. The IDMI delegation was headed by Mr. Shim Yaehyun - Director of NDMI and other staff of VAWR.

On behalf of the VAWR, Assoc.Prof. Nguyen Tung Phong - Deputy Director of the Institute expressed his sincere thanks to NDMI's cooperation and assistance in the propagation and transfer of equipment technology of forecasting flash flood warning in Vietnam. He also reviewed the situation of natural disasters in 2017 and the damage caused by natural disasters in Vietnam in which the strongest storms in history have caused floods and flash floods in the mountainous provinces and suggest that natural disasters happen increasingly fierce, extreme and difficult to forecast and predict than in the past. In addition, the ability of forecasting and early warning of  VAWR is still limited, especially in the northern mountainous provinces of Vietnam such as Lao Cai and Yen Bai, which caused severe damages to people and production.

Assoc.Prof. Nguyen Tung Phong reported the Ministry of Agriculture and Rural Development and the DMA and highly concerned about the project cooperation between Vietnam Institute of Water Resources and NDMI this time. Deputy Minister of Agriculture and Rural Development Hoang Van Thang proposed that the project, the Vietnam Institute of Water Resources Research and the NDMI identify areas where there is a high risk of flash floods; Provides scientific and theoretical bases for station installation, forecasting equipment, flash flood warning; coordinated with the General Department of Disaster Prevention to select the installation points for equipment forecasting and warning in the coming period. At the same time, the Deputy Minister also requested NDMI to support and train staff of the Vietnam Academy of Water Resources, local officials in the acquisition of flood forecasting and flash flood warning technologies as well as equipment operation. Again, on behalf of the Vietnam Academy of Water Resources, Assoc. Prof. Nguyen Tung Phong, Vice Director of the Institute, thanked the NDMI for its successful cooperation in the past and wishes to continue receiving support and assistance from NDMI in the next phase.

Speaking at the signing ceremony, representatives of DMA confirmed early warning system for flash floods are concern of MARD and DMA.

MARD as well as the Steering Committee for Disaster Prevention will continue to focus more on early warning, increasing people's awareness of natural disasters and therefore need more assisstance both domestic and international resources, the private sectors together, representatives of DMA said.

This project is the initial project for the flash flood warning in Vietnam so the MARD and DMA expects the project to be a success. The project will be expanded to other provinces throughout the country.

In response to the statement from Vietnam, NDMI representatives affirmed that they would continue to support and assist the Vietnamese side in the implementation of the project as well as support other provinces to reduce the damage of flash flood due to natural disasters if the Government of Vietnam requests the Government of South Korea for assistance; inviting Vietnamese staff to Korea to learn experiences and wish to cooperate more with the Institute in the future.

Assoc.Prof. Nguyen Tung Phong and Mr. Shim Yaehyun - Director of National Institute for Disaster Management NDMI exchanged and signed the MoU, including the following main objectives: joint research between NDMI and VAWR in the field of disaster risk reduction, especially flash floods and landslides; Establish a mechanism for exchange of information relating to flash floods and landslides in Korea and Vietnam; Capacity building for staffs of VAWR in the field of natural disaster prevention and control; Cooperation between the Institute of Water Resources Research and NDMI.
