Training, transferring tool for flood mapping in the central coastal region

On March 26, 2018, the opening ceremony of the training and technology transfer on "Developing, training, transferring tool for flood mapping in the central coastal region by ArcGIS and hydrological model” was held at the Vietnam Academy for Water Resources.

The training course was within the framework of the Vietnam-Belgium Research and Consulting Fund project "Developing, training, transferring tool for flood mapping in the central coastal region by ArcGIS and hydrological model" funded by the Embassy of Belgium Kingdom through Vietnam Belgium Consulting and Research Fund.

Attending the seminar were Mr. Cao Manh Cuong - Deputy Director of Foreign Economic Relations - Ministry of Planning and Investment - Director of Vietnam Belgium Research and Consulting Fund; Prof. Dr. Tran Dinh Hoa - Deputy Director General of Vietnam Academy for Water Resources - Director of Project Management Board; representative of the Center for Training and International Cooperation; trainees come from Central Institute for Water Resources Research, National Key Laboratory for Sea River Dynamics, International Center for Training and Cooperation, PIM Center.

Opening speech of the training course, Prof.Dr. Tran Dinh Hoa - Director General of the Project Management Board said that natural disasters caused by floods in the South Central region tend to increase over the past 10 years and cause great damage. Especially in recent times, large-scale heavy rains appear more frequently, typically the large flooding in the downstream provinces of Central Vietnam from Nghe An to Quang Ngai in 12/2018 was just happened.Heavy rainfall with strong intensity was concentrated in coastal cities, even at some location  recorded rainfall of ever happened inthe pass. It was found that new technological solutions are needed, capable of generating flood maps caused by hearvy rainfall in combination withupstream reservoirs’ operation and tidalfor Vietnam's coastal cities in order to be ready to respond floods and inundation in current conditions.

Research project "Developing, training, transferring tool for flood mapping in the central coastal region by ArcGIS and hydrological model" is one of the best proposals selected by SCF Fund with the goal: Building, training and transferring the flood warning tool and flood risk online based on geographic information system (GIS) to provide timely information on flood peaks, flood areas and flood risks at any location with an estimated time from 1hr to 24 hrs (applicable calculation for Da Nang city and Quang Nam province). In order to improve the ability to respone floods for the coastal provinces of Central Vietnam, The project has been implemented since November, 2018 and has been basically completed according to the proposed objectives and requirements. The success of the project will contribute to improving the professional capacity in the construction of flood hazard maps due to hearvy and widespreached rain for officials of the Vietnam Academy for Water Resources. It alsosupports the direction, management of flood and innundation for central and local agencies.

On behalf of the Project Management Board, Vietnam Academy for Water Resources, Prof. Dr.Tran Dinh Hoa - Director of the Project Management Board announced the opening of the training and technology transfer course "Developing, training, transferring tool for flood mapping in the central coastal region by ArcGIS and hydrological model".

On behalf of the Ministry of Planning and Investment, Mr. Cao Manh Cuong - Deputy Director of Foreign Economic Relations Department - Ministry of Planning and Investment - Director of the Vietnam-Belgium Research and Consulting Fund delivered the opening speech and thanked the Academy for invitation to attend this training sponsored by the SCF Foundation.

He affirmed the project "Developing, training, transferring tool for flood mapping in the central coastal region by ArcGIS and hydrological model" was one of the best in 8 proposals over total 40 proposals selected by the SCF Foundation.

He said that the results of this study will effectively support the management of natural disaster prevention and flood control for the specialized agencies at the central level and the central coastal localities, especially for Quang Nam and Da Nang city, where selected as the pilot areas.

 “Through training, technology transfer, Vietnam Academy for Water Resources will improve research capacity, build flood maps and apply them to other areas across the country to contribute more effectively respond to large-scale rainfall and flood at local areas, with the aim of minimizing human and property losses when floods occur, ”- he said and wishedthe success of training course.
