Management of hydraulic work is a complicated process which is influenced by many factors of institutional, financial, technical, social. Among these factors, the participation of water users which is one of key and decisive factor to the success of irrigation management. Based on the analysis of status of irrigation management, the article presents solutions on suitable water user organization model which are adaptive to current policies and mechanisms and coordination mechanisms among stakeholders to enhance performance of organizations in the management of on-farm irrigation system in the North Central Region.

Establishing an effective and sustainable management for on-farm irrigation system in New Rural Development Program

The organizations managing on-farm irrigation system play an important role in managing irrigation schemes to provide water for agriculture production and domestic use. Based on the assessment of the actual situation of organization and operation of the organizations managing irrigation schemes in communes, this paper proposes the model of organizations managing on-farm irrigation system for different regions and criteria for assessing the organizations managing on-farm irrigation system effectively and sustainably to implement irrigation criteria for new rural development

Analyze the existing situation and propose solutions for developing water use organizations in the Mekong Delta

Water user organizations in Mekong Delta are diversified in terms of operation and organizational forms adopting socialization trends in on-farm irrigation management. However, the on-farm irrigation system management efficiency is low and the operation of water user groups still have problems and are unsustainable. Based on the analysis of status of irrigation management, this paper proposes models and machanism for promoting development of Water User Organizations in the Mekong Delta.

Investment model for construction and management of medium and small electric pump stations in the Mekong Delta in the form of public-private partnerships

The mobilization of community and economic sectors in the provision of public services in form of public-private partnership (PPP) is a popular trend now in many countries around the world and is increasingly interested in Vietnam recently. From initial success of a handful of trials in some fields in accordance with Decision 71/2010/ QD-TTg of the Prime Minister, it is found that PPP is a promising solution to enhance public services quality without increasing the burden on the state budget. Therefore, on 14/02/2015 The Prime Minister issued Decree 15/2015/ND-CP on investments adopting public-private partnerships form with expanded scope and objects, which include infrastructure serving agricultural production.

This article, based on the analysis of the practical models of construction investment and management and exploitation of small and medium electric pump stations in the Mekong Delta in form of public-private partnership, taking in to consideration needs, benefits and participation of the parties involved in the development of electric pump stations in the Mekong Delta. The author makes a recommendation on a model that will address role and responsibilities of participating parties in a suitable manner to actual conditions of the region in order to contribute to sustainable development of electricity pumping station system serving the agricultural production in the Mekong Delta.

Implementation of irrigation service criteria for New Rural Development Program

The irrigation criteria is an important criteria on infrastructure for new rural development. Based on the analysis of situation on implementing irrigation criteria in 54/63 provinces in the whole country, this paper summaries results on implementing irrigation criteria by region up to Jun 2015 and provides proposal for implement successfully irrigation criteria for new rural development.

Solutions for development of on-farm irrigation system and establishing grassroots irrigation organizations for Duc Hoa irrigation area in Long An province

The Duc Hoa irrigation system of Long An under Phuoc Hoa Water Resource Project which are funded through loans of ADB and AFD (French Development Agency) have been constructed and will be soon put into operation  to provide irrigation water to agriculture production in the area. However the exploitation of water resources for agriculture in the irrigation area is facing many difficulties due to the absence of on-farm irrigation system and irrigation water management organizations at grassroot level. For solving these problems, it need mobilization participatory of many stakeholders and farmers in the irrigation area. Based on PIM projects’ experiments and analysis of current status, this article will propose appropriate solutions for the subproject areas.

Measures to improve the performance of water user organizations in Bac Kan province

The majority of people in Bac Kan Province depends on agricultural production; due to complex terrain conditions, the irrigation system has not met demands of initiative farming, leading to the low yield and productivity. To promote the development of irrigation management in a sustainable and efficient manner, meeting policies and advocacies of the Government, the province has issued many policies to support the management and exploitation of irrigation works. This paper analyzes the current policies, status of irrigation systems and the management organization of irrigation works. On that basis we proposed some solutions and recommendations to promote the development of water user organizations in the province.

Solutions to strengthen water management institutions in Gia Binh irrigation area in Bac Ninh province

Participatory irrigation management/PIM is to enhance role and responsibility of community in the improvement of water use efficiency in all irrigation schemes. However, PIM development in the last few decades mainly focus on the establishment and reinforcement of water user groups/organizations rather than on brining into play the role of community and stakeholder in other project activities, such as management of investment capital, design, construction and upgrading of hydraulic works. Therefore effective participation is difficult to achieve as desired in many cases. This article presents solutions to improve water management efficiency in Gia Bình irrigation area, Bac Ninh province with participatory approach which have been comprehensively reflected in all project activities, from the development of global visions, system improvement strategy, improvement of decision making procedure for investment, construction, improvement/upgrading of irrigation works and for the establishment/ reinforcement and building capacity of water user organizations (WUOs).

Existing situation analysis and proposing organizational models, mechanisms and policies to improve the effectiveness of irrigation management in the Northern mountainous provinces

In the Northern mountainous region, the irrigation systems mainly are small irrigation schemes while the social economic situation is difficult and management ability is constraint, so that the irrigation management is complex. The actual situation of irrigation management system is assessed in detail in irrigation management system and implement of policies on management and exploitation of the irrigation systems. The proposed measures for improving irrigation management performance suitable for the Northern mountainous region include irrigation management models, policies for management decentralization and mechanism for cooperation of related agencies.

Results of application of water-saving irrigation technology to determine the reasonable rrigation regime for watermelon, peanut and multiplication solutions for for New Rural Development Program in the North Central Region

This paper deeply on the analysis of agricultural solutions through experimental field researches. This paper also presents the results of the application of technologies in order to determinethe suitable irrigation regime for watermelons and peanuts with the purpose of producing highly efficiency and saving water in the North Central Region. Solutions to scale up the model are re-constructing fields, completing on-farm irrigation system and exploiting water resources in more efficient manner.

The approximate formula to determine the flow rate distribution for the divided river section of the Mekong River

Braided river is quite common in the Mekong River, the most significant characteristics are often unstable and changeable creek position in a certain extent. These main characteristics result in erosion, sedimentation and causing many adverse effects, which directly impact on the livelihood, socio economic condition and safety for inhabitants on the islands or on the river banks. For long-term stability in creeks, it is necessary to use integrated solutions, firstly identifying appropriate bifurcation ratio between creeks and make it stable.

Based on basical hydrodynamic formula and theoretical analysis and natural features of the Mekong river, we have simplified and proposed formula to identify approximate bifurcation ratio for two branches braided river in the Mekong River. This article presents the research results.

Study on forecasting fluctuations of the river bed  downstream of the Ma River system due to the influence of upstream hydropower planfs

The hydro-electric reservoirs in upstream of Ma river system have been built and having impacts to downstream river system after some years of operation. As a result, channel changes have made river bed system lower. This study focuses on results of changes in river bed prediction, spread to downstream of erosion process and related change of Q-H relation due to lowering process. The study results can be a basis for proposing solutions to minimize the adverse impacts of hydropower for downstream Ma river system.
