Volatility and  lower the water levels on the Red River  (especially the last paragraph of Hanoi), the flow from Hồng River into the Đuống river faster increase in recent years have seriously affected to all aspects of life people living in downstream areas in particular, and the Red river delta in general. The study proposed solutions and multi-purpose projects aimed to solve the problem is difficult task but it is urgent. This paper presents the research results suggest an overall solution both to ensure water security for the Red River downstream areas, regulate flow rate through the Duong river and waterway transport makes Duong river route is advantage.

This paper presents an analysis and results of the latest research to answer these questions, as a basis for further research to find solutions to minimize these adverse impacts.

A field-level model that used to simulate fate and transport of herbicides (PCPF-1) was integrated into a basin-scale model simulating water and pollutant transport called Soil and Water Assessment Tools (SWAT), to create a new model namely PCPF-1 @ SWAT. The PCPF-1 @ SWAT model was used to simulate the herbicide mefenacet (MF) fate and transport in Sakura river basin (Ibaraki Prefecture, Japan) with the use of measurement results of mefenacet concentrations throughout a rice crop season in 2008. The modeling setups for simulating the fate and transport of rice herbicides was implemented by providing model parameters related to meteorology, hydrology, land use, herbicide and management measures. The aim of this study is to simulate the fate and transport of four herbicides namely Mefenacet (MF), Bensulfuron-Methyl (BSM), Imazosulfuron (IMS) and Pretilachlor (PTC) applied to rice paddy fields in the Sakura river basin, Japan using the PCPF-1@SWAT model. Then, analyze the potentials for applying the model to the actual conditions of Vietnam.

It is a great need of gender mainstreaming in the process of law making to ensure equality between men and women. This was stipulated in the Vietnam’s Law on Gender Equality as well as in the international conventions. The Law on Irrigation that is being elaborated to submit the National Assembly for approval and issuance is not an exceptional case of gender mainstreaming mentioned above. Although it is a specialized law of a sector, its subject and scope has influence on farmers, of which rural women depend significantly on agricultural production. This article outlines the context and the need for gender mainstreaming in elaboration of the Law on Irrigation, as well as discussion on issues related to gender mainstreaming. The authors also offer some recommendations to elaboration of the Law on Irrigation to ensure it is fully integrated with gender perspective.

Meandering river are quite common in the Southern Deltas, some of these rivers occurs abnormal bends, so call Ω shape bend. These abnormal bends are a detrimental issue in integrated exploiration of the river such as inland navigation, river bank erosion, flooding drainage. Training these abnormal bends could use a cut-off canal (pilot channel), however there is no calculation procedures about the morphological change. Rely on the theory of Xie Jian Heng (Chinese), author completes the methodology and programing of an auto-calculation which is suitable for tidal zone in the sourthern deltas. The application is used for Thanh Da Peninsula in Sai Gon River. The result shows that the development of cut-off canal occurs slowly, the change of cut-off canal could be lasting in several decades. In order to increase the development of canal morphology, it is better to reduce the flow in main river and also the cut-off canal should excavated nearly to the stable shape.

This paper presents the assessment of changes in rainfall extremes at Vu Gia-Thu Bon river basin in period 2015-2039 projected by a super high resolution climate model. Results indicate that mean annuall rainfall is projected to increase slightly, but short duration rainfall extremes (R1D, R3d) are very likely to increase significantly in elevated terrains, meanwhile the rainfall extremes tend to decrease in low lying areas along the coastline. The paper also introduces an early flood release approach that shows high feasibility in reservoir operation adapting to climate change, ensuring dam safety and reducing flood risks in downstream areas.

The Mekong River Basin Development Strategy of integrated water resources management programe (IWRM-BDS) for 2016-2020 guides water utilization, development and conservation for Mekong River Commission’s (MRC) Member Countries to address water conflicts in the Lower Mekong Basin (LMB). For implementation the objectives, one of its projects is the establishment and enhancement of bilateral coordination mechanism on the transboundary water management for two member countries have same boundary and the directly boundary region. The identification of transboundary water management issues (T-SWMIs) is the first step of project. Through the surveys and interviews implemented by the surveying votes and analyses of agreement and priority levels on proposed T-SWMIs for both Viet Nam and Cambodia line agencies in boundary provinces of both countries, we have been bilaterally negotiated to initial identify the T-SWMIs. The paper presents the methodology implementation and definition of each of the T-SWMIs.

The purpose of the study is to examine the factors causing water insecurity. The study is conducted based on survey data of people and managers in the provinces of Hoa Binh, Dien Bien, Son La, and Lai Chau. Three groups of scales are used in the study including: water demand, policy mechanisms, and natural factors. Based on the collected survey data, a structural equation modeling technique is used to analyze the factors causing water insecurity, through 03 steps: (i) testing reliability of the scale; (ii) exploratoryfactor analysis (EFA); (iii) confirmatory factor analysis. The results show that the natural factors and policy mechanisms affecting water security, while water demand factors have no impact on water security.

The mud sedimented at the bottom of groundwater treating plants in Vietnam contains high amounts of iron (III) hydroxide. Depending on geological structure of locations from which the groundwater is collected, the mud also contains a certain amount of arsenic. The mud can be treated and used to produce pigment and/or building brick. The objective of current study is to investigate conditions of using the sedimented mud to produce pigment and replace part of clay for brick production. Data from current study showed that (1) heating the mud at 800oC for 470 minutes formed a red powder containing 59.6% of Fe2O3 and < 40 mg kg-1 of arsenic. Fe2O3 content of the newly formed powder is higher than that of similar products produced by Hai Phong Mineral Joint Stock Company; and (2) the mud can replace as much as 10% of the clay material for brick production and quality of the mud-clay produced brick met the standards of Vietnam when clay moisture content was 11.54% and mud moisture content was 16.63%.

Small hydropower construction investment is developing in Vietnam, most of these small hydroelectric stations working on the same river system and built under BOT form. Working mode of the hydroelectric stations at upstream directly affect the energy efficiency and economy of hydroelectric stations at downstream. The affects on the power of dry season, component powers depending on capacity and regulatory forms of upstream hydroelectric stations. The larger reservoirs of hydroelectric stations at upstream, the long-term regulation affect the higher influence. Therefore, in the simulation calculation should coordinate inter-reservoir operation instead of operating independently in order to bring greater economic efficiency.

ĐÁNH GIÁ TÍNH HIỆU QUẢ CỦA RHIZOPHORA APICULATA VÀ NYPA FRUTICANS TRONG GIẢM SÓNG DO TÀU THUYỀN GÂY RA

Boat-generated waves have a potential to erode a riverbank, especially where there is regular boat traffic whereas vegetation might be able to protect the riverbank from that threat. A field observation conducted in Ca Mau Province, Vietnamese Mekong Delta, investigated the interaction between boat-generated waves and vegetation. Two types of vegetation, Rhizophora apiculata, a mangrove species that has dense aerial roots, and Nypa fruticans, a palm species, were considered with respect to wave attenuation. The results indicated that both R. apiculata and N. fruticans play essential roles in dissipating wave energy and therefore have a high potential for riverbank protection. Remarkably, more than 50% of the wave height reduction can be obtained in a relatively short distance inside the vegetation belt. The vegetation porosity strongly affects the wave attenuation. In addition, R. apiculata was more effective than N. fruticans in wave height reduction, even though their porosity is greater. The special aerial root configuration of R. apiculata induces greater drag force that might account for this phenomenon.

Binh Thanh district is considered an important intersections of Ho Chi Minh City because it is the starting point of the National Highways No 1, 13; the gateway of the City with Hoa Hung train-station and Mien Dong bus-station. Urban inundation situation is the urgent problem for the people living here. The number of the submerged points and the level inudation are rising when heavy rains occur simultaneously with the tide. Through the analysis of the answers of the survey objects with 160 votes for the households and traders which are interviewed in the flooding area caused by tides and precipitation, on the roads of the District, it valuate the average damage numbers and the relationship between the level flooding and economic in 2014 and 2015.

Transfer and application of scientific/technological advances in agricultural production plays an important role in ensuring food security and economic development of rural areas of Vietnam. In the course of the transferring and application of scientific and technological advancements, training activities and encouragement policies are supposedly a bottleneck in widespread applying scientific and technological advances in the agricultural production. Through the evaluation of the training and transferring of scientific/technological advancement as well as a number of encouragement policies in 5 surveyed provinces across the country, results show just 40-43% of the technological knowledge through training and education got applied into agricultural practices. Deep analysis show that the efficiency in scientific/technological advancements transfers in agricultural production from the private and nongovemental sector was higher than from governmental sector due to strong linkage between technological transfer and the consumption market. In addition, feedback from authorities, official, managers and farmers in 5 surveyed provinces revealed 4 groups of policy recommendations to be conductive to the effective transfer and application of scientific/technological advancements in agricultural production which are land policy, loans, training and market linkages. The research recommends that for research, training and transfer of science and technology advancements in agricultural production, in addition to supporting policies as surveyed the approaches in research, training and transfer under push and pull approach - "technology push and market pull" should be considered and encouraged.
