This article presents the results of the analysis of sediment dynamics (turbidity and totalamount) in the Red river system in the period from 2000 to present as well as the sudden decrease in the total amount of sand in the Red river delta. In recent years, it has made comments about the main cause of total sediment loss in downstream, which is the basis for the studying to propose solutions to minimize negative impacts on the activities of  hydraulic stuctures on the Red and Thai Binh rivers

The paper‘s content is result of research titled “Researching on the status and proposed solutions for the implementation of environmental criteria and pilot models of integrated solid waste treatment in new rural program” conducted byInstitute for Water andEnvironment. Proposing the implementation measures for the criteria No. 17 is based on the content and assessment indicators Criteria No.17 which has been specified in the decision No.1980QĐ-TTg and survey results, consultations in 10 provinces representing for ecological areas in the country about the existence of difficult issues to be addressed in implementing Criterion No.17.

This article presents solutions that were proposed to implement Criteria No.17, Subsection 17.1;17.2; 17.3; 17.4; 17.5 and 17.6. This article also emphasizes measures simultaneously implementation including to management organization, support policies of the Government, suitable technical solutions and community  participation. With the current conditions of rural, solutions should be implemented easily and consistent with the policy of socialization in the new rural construction. The article focuses on solutions that have not been noticed in the 2011-2015 such as to improve the environment, develop model gardens, model residential and renovate model landscape with hedgerows etc.

The proposal solutions are reference for local in implementation of Criteria No. 17; they are also recommendation for management authorities regarding on support policies in order to implement successfully Criteria No. 17 in New Rural Development at community level during period of 2016 to 2020

Remote sensing analysis serving for improving accuracy of flood model for river basin is approached in this study focusing on 2 aspects: 1) Remote sensing image helps to determine the roughness coefficient of each grid cell of the model thus correcting input data; 2) The extent of inundation area from remote sensing image is compared with results of model calculation to test the accuracy of the simulation. Remote sensing data has a good spatial resolution, and objectives in the basin surface have been reflected quite clear thus allowing timely updates the changes of the basin’s surface to the simulation model; The results of remote sensing analysis are useful for combining with simulated results to accurately determine the extent of flooding in the basin. The flood inundation modeling and remote sensing analysis was conducted for Tra Khuc river basin show the way of improving the accuracy of the modeling, and this is a proper research direction to extend.

With 11.339 weirs are operational, they have contributed significantly to the socio-economic development of the NorthWest region. However, due to extremely harsh natural conditions of the region; the degradation, aging, unsustainable structure and limitations in the operational, management have diminished the effectiveness of the weirs. This article presents a methodology for evaluating the current status and effectiveness of an existing weir. On this basis, evaluating the effectiveness of the weirs by economic and social indicators at different levels is assessed in order to propose appropriate and timely solutions.

Emergency operation for flood control to achieve two main objectives that  are to ensure dam safety and protection for downstream as possible. Emergency operation for effective flood control often rely on emergency operation chart. Emergency operation chart is a family of curve rule . The curves represented the discharge of lake water as a function of the state of the lake (usually inflow and the reservoir water level). Emergency operation chart is not dependent on rainfall forecasting results and forecasting inflow, on downstream flood conditions or other condition . The Emergency operation chart guides action of operator in emergency conditions . Scientific basis of graph construction methods and Emergency operation chart  applies to Vuc Mau reservoir is presented in this paper

Coastal erosion and mangrove forest degradation have been occurring seriously in the Mekong Delta. The main causes are wave attacked and sea level rise. In order to prevent erosion bank and mangrove rehabilitation in the coast of the Mekong Delta, there were many protection measures were built such as revetments, breakwaters in the coast. These measures have brought effectively temporary in coastal protection. However, the application of which is very limited in large scale, due to lack of scientific basis. The purpose of this study is to evaluate the effect of wave transmission through the porous breakwater, and results of which are used for designing this structure, the physical model experiments were conducted in the wave basin of the Southern Institute of Water Resources Research. Initial results of the experiment are presented in this paper.

Reservoirs oporation in extreme rain and flood condition is a complicate work because we need to ensure safety for dam, downstream areas and as well as store enough water for dry season demands. In the context of climate change, heavy rain and floods are more frequent while there are many problems in forcasting, so it is necessary to have a simple and appliable method for determining the criterias for operating reservoirs. In this study, we approached the problem from the general extreme problem when the reservoirs are being high water level (during the main flood season or the first time of late flood period), then there is a heavy flood comes to the reservoir. Using combination of the analytical, mathematical model and trial-and-error methods, we determined the important parameters including: the time of starting to operate T0; Flood discharge intensity Qi; Flood discharges Qxả­­; Reservoir water level to catch the flood Zdl; The ending time of operation Tat and total discharge Wx. This method was applied for Suoi Hanh reservoir in Khanh Hoa and Song Sao reservoir in Nghe An provided good results. These parameters are important for safe and efficient reservoir operation.

Piano Key Weir (PKW) was developed from Labyrinth weir, had small footprint may be installed on small foundation surface. Discharge capacity of PKW was increased from 3 to 5 times over traditional spillways due to increased crest lengths, especially when low upstream water head. The geometry of PKW was complexed and its discharge capacity influenced by many geometric parameters. This paper presents the results of exist studies to give standard section of PKW that had optimumal hydraulic and technico-economic. The standard section has geometric ratios N=4÷6; Wi/Wo=1,2÷1,5; P/Wu=0,5÷1,3;Si=0,4÷0,8.

The journal introduce a type of hydraulic elevator weir (self-control flap gate) operated automatically by pressure head in order to raise water level and release flood. This is a new research result in the combination of hydraulics and mechanics. Using the spring system aiming to generate anti-flap moments that can respond to different water level depending on the hardness of springs, is the main advantage of this type of valve gate. This valve gate also could be manufactured into separated units which are ready for conveying, installing or replacing.

This study presents the reconstruction of hydrologic data over Thao River watershed in the North of Vietnam, by means of the coupled hydro-climate model (WEHY-WRF) with its input provided from historical atmospheric reanalysis data (ERA-20C). The WRF model (the atmospheric component) is implemented based on physical properties of the atmosphere over the study region, and is validated based on obsereved precipitation data such as ground data and Aphrodite precipitation data (APH). The WEHY model (the hydrologic component) is implemented with its parameters obtained from physical land surface properties of the study region such as topography, land use land cover, and soil data, and its atmospheric input provided from WRF. The coupled hydroclimate model were successfully validated at Thao River watershed by means of comparisons of the model simulations against the observations. Hence, the combination of proposed models are able to reconstruct the historical runoff data during a 58-year historical period (1950-2008) from Thao River watershed.

Assessing the groundwater pollution potential of cemetery is an complex  issue. In addition to monitoring, sampling, analyzing the soil and groundwater samples and locating contaminated areas, the application of mathematical models to simulate and predict the potential transport of contaminants arising from the cemeteries is an approach and solving problems with practical significance. In this paper, MT3DMS modular of  GMS 10. sofware is used to simulate, identify the pollution potential  of Con Dao cemetery, particularly the transport of ammonium solute - one of the groundwater contaminants which is derived from the decomposition of bodies at Con Dao cemetery. Results show the transport of ammoniun solute into Con Son groundwater aquifers had occured for a long time.

Fuzzy Comprehansive Evaluation – FCE index is based on the Fuzzy Comprehansive Theority of Professor Zadeh L.A., USA (1965), is used to assess the water quality because it have assessed the uncertain characteristics of the water quality factors collected and concluded further objectively on the regional water quality level. It is very userfully for the environmental managers. By the using data collection on coastal water quality in Ninh Thuan Province is an example on the application of FCE to assess the pollution level, which make initially clear the logistic and reasonable of the index. Besides, by the application of FCE on the water quality assessment, it shall support and help to the district’s managers having more accurating information on the environment.

Small hydropower construction investment is building and is operating more and more, most of these small hydroelectric stations have a daily regularly reservoir and they work on the same river system, otherwise, it needs chooising an operational model together of these hydropowers for the most effective revenue. This paper analyze some cases operating two hydropowers Krong No2&3 in the same cascade, then chooising an operational method the most effective. The results show that these hydropowers operate following the case 2 which gives the most effective revenue.
