Cloud computing is a trendy approach of information technology and gradually becoming a platform for addressing big data processing. This study explored the cloud-based platform - Google Earth Engine (GEE) to derive the flood information from optical satellite data Landsat (TM, ETM, OLI) from 1996 to 2017 and radar data Sentinel-1 in 2015-2017 in Dong Thap, lower Mekong river basin. The timeseries flooded maps indicated the most severe flood in Dong Thap in 2000, covered 77.68% province, and floodings decreased recently, covered only 27.76% province area in 2015. This is a valuable information for water resource management, and validation of flooding model in this region. This study also showed the potential application of GEE in accessing and processing multi-platform data for many geospatial researches

Technology solution and model of groundwater exploitation and supply depends on many natural factors, such as source of water, climate change, and also artificial factors including applied technology, water protection consciousness, maintenance conditions… Select of new technology solution and model of water explotaion  for sustainable exploitation and development is difficult, especially for the karstic area and high mountain area.. To solve this challenge, the authors have been research and present 5 factor groups, in cluding: water resources factors, exploitation condition factors, technology factors, ecomomy factors and social cultural factors. Base on the estimated point, the technology solution and model of difference commune in the Northern mountain areas.

There is the high density of the rivers and canals in the Mekong Delta, but it is very lack of fresh water for domestic water supply due to the effects of salinity intrusion and acid water from the acid sulphate soils. Due to the fresh water demand all year around, there are thousands of high productivity drilled-well in operation in the Mekong Delta. The number of wells is increasing yearly according to water demand. However, the effects of salinity, acid, clay,… and chemical materials in the ground water causing the degradation of drilled wells.. The paper has identified the reasons for the degradation causing by the internal problems of well itself in the unconsolidated formation in Mekong Delta and provide the suitable scientific and technological solutions to improve the well-yield.

The state has issued policies on preferential incentives and socialization in investment, operation and provision of rural water supply services for more than 10 years. The results show that, in some provinces such as Ha Nam, Thai Binh and Hung Yen, the participation of the private sector plays a key role in rural water supply. Private sector contributes respectively 91.4%; 89.4% and 87.1% of total investment capital, water supply capacity and connection rate in these three provinces. Meanwhile, in other provinces, the level of participation of socialization is still very limited. This research has shown that, motivationsfor socialization in rural water supply involve investment environment, market, reasonable support policies, water price management and investors’ psychology. At the same time, there are some shortcomings in policy, monitoring and management mechanism and from that proposing some suggestions for promoting private sector’s participation

Within researc scope of the project "Research on solutions to reduce water pollution in Bac Hung Hai irrigation system" implemented by the Institute for Water and Environment, the authors have surveyed 83 rivers and canals, consulted with irrigation operation units in combination with laboratory analysis to assess water pollution. The discussion of the results of water quality monitoring and synthesizing from 2005 to 2016 has evaluated the water pollution indicators in BHH irrigation work, including COD, BOD5, NH4+, NO2-, PO43- and Coliform. After more than 10 years, COD content increased 8.6 times, NH4+ content increased 2.48 times; PO43- content increased 4.15 times and Coliform content increased 91.6 times. The heavy metals (As, Cr, Pb, Cd) although not exceeded Vietnamese Nation Standards (QCVN) but tended to increase over the years. The results of water pollution zoning of 83 rivers and canals based on water quality indexes (WQI), field descriptions of color, smell and extent of life of species in rivers and canals show that all the rivers have been contaminated on different levels, of which 19/83 rivers and canals are very severely polluted, 21/83 rivers and canals are severely polluted, 23/83 rivers and canals are moderately polluted and 20/83 rivers and canals are slightly polluted. At the same time, the analysis also shows the causes of water pollution and the impacts of water pollution on socio-economic development and people's life in the region. The research results are the scientific basis for the Water Resources Directorate to coordinate with localities in implementing measures to reduce water pollution in BHH irrigation work under the provisions of the Law on Irrigation and to serve the sustainable agricultural development

Development process of water tariff for irrigation and drainage products, service in Australia towards calculating full-cost recovery contributed to strenthening efficiency of investment, management and protection of water sources and socio-economics development. This paper describes the appcoaches, management organization and participation regime in establishment and calculation of ful-cost recovery in water tariff. Building block approach shew necessary expenses groups including operation, maintenance, return on or of assets, working capital and taxes. Distribution of costs for water users are based on a assessmene matrix to calculate the percentage of cost sharing and determining full cost for each user. Meaning of cost elements analysed are fixed and variable costs and their components. Specifically, cost for operation, maintenance, electrolic and other costs in which include expenses of labour, materials, management cost or other indirect cost. Process of water pricing is based on the water tariff proposal of IMCs and verified by competent agencies with participation of users and consultances. The discussion has shown out the suitability of the approach with the irrigation background and being foundation for water tariff proposal in Vietnam

Since the forest fire has occurred in 2002 so far, due to the fear of forest fires can occur, so water management has been always kept at high water level. Although from 2010 U Minh Thuong National Park has made adjustments of water management zoning in the forest, it has been initially effective in zone A and zone B, but zone C, the most important area of ​​U Minh forest, is unimproved yet. Therefore, current zoning option needs to be adjusted for water management. The study was based on the current state of the existing system of structures, based partly on the approved national park planning to provide a view for revising the water management subdivision in the Melaleuca forest with five zones. Zone D with high terrain and thick peat layer has been highly proposed for water management. Increase the restoration ability of Melaleuca forest in the lower terrain areas while ensuring the proper preservation of typical Melaleuca forest habitats for biodiversity conservation according to its natural characteristics

Irrigation Service Fee (ISF) has been adopted worldwide as an effective tool to improve water use efficiency in irrigated agriculture for a major water user especially in the context of climate change and water scarcity. ISF has been applied throughout Vietnam for decades, but the policy on ISF has changed to subsidize for farmers since 2008. Impacts of this policy at on-farm irrigation management and the performance of irrigation systems in the Red River Basin (RRB) have been not documented clearly. This study investigated the current situation of ISF policy in the RRB and demonstrated the significance of this policy to the irrigation performance at different levels from on-farm to system and river basin.

The study found that the exemption granted from ISF, after one year of implementation, had both disadvantages and advantages. At the system levels, many iririgation schemes were improved thanks to the ISF exemption but it also created an increasing burden for national budget. Using the Difference in Difference impact evaluation method, the policy had a negative and significant impact on on-farm irrigation performance measured by flexibility, reliability and equity indicators. We found the exemption caused no significant impact on agriculture productivity, cultivation labor or rice yield in the study area. While total income and gross cultivation income of the sample households were not affected by the existing ISF subsidy, net cultivation income increased. In the interest of improved water use efficiency in irrigated agriculture, it is recommended to revise the current ISF exemption policy and follow a service-oriented management approach

Operating the reservoir against floods is always a matter of concern. Many studies on the operation of reservoir systems for flood control in downstream areas have been carried out. The approaches are often used in the simulation model combined with some optimum techniques to select the right operation option. So far, significant advances have been made in the operation of the reservoir system, but there is no general solution for every system that depends on the specificity of each system to provide the well suited solution. In recent times, fuzzy set theory has been applied quite well and proved effective in dealing with inaccurate values. However, the application of the Fuzzy logic algorithm in the operation of reservoirs against floods, especially in Vietnam, is still limited. This paper presents the application of SOBEK and MIKE11 softwares to consider the possibility of reducing the Saigon River's water level when building a series of regulating reservoirs in Can Gio district. The results obtained show that the larger the reservoir area, the lower the max water level of the Saigon River, which means that the drainage capacity in the urban areas of HCM city increases
