In the Red river delta, the upstream region has high elevation therefore the ability to take water from Red river for agricultural depends only on the river’s water level. Meanwhile, in the downstream near coastal area, water intake for agricultural depends on tide condition and upstream reservoir’s discharge which can push salt water back to the sea so that the salt concentration at the intake must be smaller than 1 ppt. However, under the impact of climate change and sea level rise, during dry season, water level in most of the rivers show increasing trend. In order to make long term planning and take water for agricultural production, it is very important to predict the occurrence of saline intrusion in the downstream of Red - Thai Binh river network. This study presents the simulation and forecasting results of saline intrusion including and magnitude and length of intrusion along the main rivers in the studied region up to 2050. These results are important input for proposing water management plans and cope with saline intrusion in the coastal area of the Red river delta.

Capability for flood realease of Sai Gon river depends greatly on: upstream reservoirs operation, hydraulic structures and infrastructures, terrain characteristic, rainfall and tide…With the application of mathematical models to simulate hydraulic regime in the Saigon River, the authors present the research results on zoning tide/flood affected sections in Saigon river and quantifying loading capacity of the river in different condition of those factors in the context of climate change.

Socialization and private participation in investment and management of small irrigation systems (small dams and reservoirs) in the Mountainous and Central Highlands are objective trends. There are many policies that directly or indirectly promote socialization but have not come to reality. In this study, the financial analysis of investment in repairing and upgrading of small dams and reservoirs is made as a basis for policy proposals. The research results show that: If the private sector or community invests in repairing, upgrading small dams and reservoirs for irrigation follows current regulations, the government needs to support 90% of total investment; If there are other non-agricultural benefits, the level of support will be lower. Meanwhile, many self-made private projects still meet the goal of providing irrigation water services. So that,   government incentives need to be more flexible.

Song Ca is a river full of hydroelectric power potential in Vietnam, in which a lot of cascade systems of hydroelectric power stations have been constructed and under construction. Flood releasing in the upstream reservoirs has significant impacts on the downstream ones. This matter needs to be assessed in detail to find a solution. In this study, the authors presented the result of flood level calculation in the downstream of Ban Ve hydropower when releasing flood, considering the impacts of Nam Non hydropower. One-dimension and two-dimension hydraulic models along with Mike Flood were used to simulate hydrodynamic process combining with GIS tool to assess the impacts of flood. The result of the study indicated that the water level in the scenario of Ban Ve reservoir releasing 0.5% design flood did not cause inundation for residential areas in the upstream, meanwhile in case of releasing 0.02% design flood, the water level did not exceed the elevation of dam top level. These quantitative results would help the decision makers have reasonable mitigation plans.

Calculate for determining the appropriate water regime based on the revision of the water management subdivision for Melaleuca forest in U Minh Thuong National Park to meet the specific requirements: (i) the growth of Melaleuca; (ii) the biodiversity conservation; and (iii) the forest fire prevention. Based on the natural characteristic of the area, the growth and development features of the melaleuca tree, the habitat requirements to maintain the ecosystem, protect the peat layer and prevent forest fires, the author has been calculated and proposed the water levels should remain in the forest in the subdivisions over time in the year. Based on the 31-year rainfall data from Rach Gia station, calculate and suggest the times for water storage in high rainfall year, low rainfall year and average rainfall year satisfying the requirement of maintaining a reasonable water regime for the National Park.

Nowadays, Hanoi has a large and fertile hinterland, however, the proportion of which supplied water is just 66,7% leading to not take advantage of it to develop local agriculture. It is important to investigate the actual production status of the alluvial grounds and assess the capacity of surface water and groundwater resources, in order to propose solutions for rational exploitation of both water sources. In the next step, engineering solutions to explore water resource in the condition of the lower water level of rivers or exploiting underground water sources suitable to the sizes of irrigated areas and land-producing hinterland should be implemented. As a result, surface and underground water resource will be used reasonably for sustainable development in the context of scarcity and decline in water resources currently.

This article presents research, comparison of water prices and affecting factors customer satisfaction when attracting the private sector to invest in the construction and management of rural clean water facilities. The paper shows that private sector has a higher water price compared to the rest sector of the managed area of 962 VND/m3. Customers of private sector have a higher satisfaction level than the rest of the managed area of 4% compared to the average satisfaction level. The factors affecting customer satisfaction are: (1) waiting time for water deliveries, (2) pressure of water, (3) water quality (color, smell of water), (4) location of household users and (5) project duration.The conclusions drawn from this research are very important to help state agencies develop policies and mechanisms to attract the private sector to invest in the construction and management of the rural water supply system.

The new technology of dam construction is being applied in Vietnam more and more widely. In many countries, self – compacting concrete (SCC) has been applied in the construction of many type of buiding and have many good results. Research and application of SCC with rock for dam is a new idear. Dozens of RFC dam have been built in China. The research focus on mechanical properties and thermal-physical properties of RFC. Through some analysis of rock – filled concrete (RFC) test experiments for in – depth studies on new technology in dam construction, so that RFC applications are soon as practiced in dam construction in VietNam.

Private economic sector development is a popular trend in the world. In Vietnam, the policies of attracting investors to build infrastructure and to participate in the provision of public services was taken in to national straregy after the economic management renovation (”doi moi”, 1986). In many instances, the government has continuously adjusting national policies to promote more investment following PPPs contract which has consdered as one of the key measures for economic growth. Nevertheless, the participation of private sector in infrastructure development and public service provision is currently so far limited compared to the country's potential and needs of economic and social development,especially in the field of investment, operation and maintenance of water resoruces works. Through expert methods and integrated analysis, this paper focuses on the reviewing the relevant government’s policies and then drawing experiences from each period of nation development. Based on that, the authors suggest some ways to improve the policies to attract investors in the area of water resources infrastructure development and management.

This article presents some experiments on grade 300 rice husk ash concrete specimens, researches on the effect of husk ash on the compressive strength, thermal conductivity ratio and fire resistance of concrete in the laboratory of the Institute of Science and Technology of Concrete and Construction structures in fire conditions. Research results show that ash rice husk ash concrete can improve the properties of strength when exposed to high temperatures. Thermal conductivity is lower than the non-hush ash concrete specimens, thus improving the thermal insulation properties when exposed to excessive heat dure a fire incident. low thermal conductivity ratio decreases the thermal transmission from the surface exposing to fire to the opposite side, reducing the temperature difference between the concrete blocks and the fire exposure time is extended. This trend is effective in restricting the thermal pre-stress within the concrete block and thereby reducing the cracking in large concrete blocks, it means prolonging the safe time when fire incident occurs. The application of thermal insulation materials made of ash-husk ash concrete is essential to improve the quality of the construction work, minimizing the risk in the event of fire

The paper presents some time-varying experimental results that are realized in the S1 - Drainage and Seepage Tank manufactured by Armfield Company (UK). These results are then compared with the theoretical results presented in the previous paper. Water leakage height at the downstream edge of riverbank is a problem that needs to be addressed and corrected from theoretical results.

On-farm irrigation management organizations in the Central Highlands are not currently in compliance with the Water Law and supported Decrees and Circulars, which are effective from July 2018. In many places, the management of irrigation in the commune is carried out by an officer in charge of irrigation and transportation. An irrigation cooperative or water user group, with all water users in the village registered as member of the organization, should be established soon to smoothly receive and effectively spend the state's irrigation services fee support and to raise the efficiency of water use and agricultural production.

In recent years, the phenomenon of water shortage in the Central Highlands has increased dramatically in terms of time as well as severity causing serious shortage of water, threatening the production and life of the people. The investment of large irrigation works to cover the far end area of irrigation system requires huge fund. In the context of limited national budget situation, it is necessary to launch a program to develop a system of ponds to address water shortages, overcome droughts, increase crop yields and improve people's living standards and scaling up it become a large, highly socialized mass movement where people do, state support
