Operation rehearsal for emergency flood discharge from Hoa Binh reservoir and response in order to ensure downstream safety

In July 14th 2018, The Central Steering Committee for Natural Disaster Prevention and Control organized an online meeting to conduct a rehearsal for "Operation of emergency flood discharge from Hoa Binh reservoir and response in order to ensure downstream safety". Minister of Agriculture and Rural Development, Mr. Nguyen Xuan Cuong - Head of Central Steering Committee for Natural Disaster Prevention and Control chaired the meeting

The program was cooperated between Central Steering Committee for Natural Disaster Prevention and Control and Vietnam Electricity Corporation and television channel VTC14 which is specialized on disaster prevention and control. Participants in online meeting are: Steering Committee for Natural Disaster Prevention and Search and Rescue of Hoa Binh, Ha Noi, Phu Tho, Vinh Phuc provinces and Hoa Binh Hydropower Company.

Representatives of Vietnam Academy for Water Resources (VAWR) are Deputy Director General Assoc. Prof. Dr. Nguyen Tung Phong, leaders of Key laboratory of river and coastal engineering.

This rehearsal aimed to actively coordinate in the operation of the inter-reservoir management mechanism in emergency situations to ensure the safety of Hoa Binh and Son La reservoirs (total flood storage capacity is 7 billion m3, in which that of Hoa Binh reservoir is 3 billion m3), dyke system and downstream area including the  provinces of Red River Delta in case of heavy rainfall and big flood, as well as to enrich the experiences for the inter-reservoir operation process.

The rehearsal comprised of 2 parts: (1) the operation mechanism practice at the Central Standing committee Office and provincial offices of Hoa Binh, Phu Tho, Vinh Phuc provinces, Hanoi City, Hoa Binh Hydropower Plant; 2) in the field practice at Hoa Binh Hydropower Plant; Flood discharge situation at Hoa Binh reservoir was announced (by loudspeaker set up on high speed boats running along both sides of the river). Rescue and evacuation of fish-raising boxes and local people in Group No. 14, Thinh Lang ward, Hoa Binh city were organized; also organized were the patrol at essential dike sections, announcing the situation along both sides of the river, treatment for the unexpected infiltration, subsurface pressurized leakage at Xuan Canh embankment, Long Tuu sluice at Xuan Canh commune, Dong Anh district, Hanoi.

After the report of National Hydro-Meteorological Service Centre, Assoc. Prof. Dr. Nguyen Tung Phong - Deputy Director General of VAWR has proposed some solutions. That were: to open more02 bottom discharge gates at Hoa Binh reservoir, in which 01 gate was opened at 21.00 in that evening and 01 gate would be opened at 9.00am of the following day; to maintain the current situation of Son La hydropower operation  (opening 01 bottom discharge gate and generating the maximum electric generation).

“For this option, the maximum water level at Hoa Binh reservoir reaches the elevation of 117,0m at 3.00 am tomorrow with the total biggest flood discharge of over 9.000 m3/s and more bottom discharge gates would be opened depending on the actual situation of rainfall and flood. Thus, in next 12 hours, the elevation of 117.0m, the flood discharge is 9,000 m3/s, 10.6m, exceeding the warning level 2 about 0,1m; In next 24 hours,  water level in the upstream of Hoa Binh dam reaches 116.4m, the flood discharge is 8,980 m3/s, the water level at Hanoi Hydro-Meteorological station reached 10.90m, exceeding warning level 2 about 0.4m, " added Assoc. Prof. Dr. Nguyen Phong.

In the next part, consulting firms will calculate, operate the reservoir and report the results of calculation and propose the solutions.

At the meeting, Minister of MARD –Mr. Nguyen Xuan Cuong praised localities and professional units have actively calculated and timely advised situations in response to flood discharge from Hoa Binh reservoir. The Minister also requested the enhancement of all levels about the spirit, conscious awareness, and active participation into natural disaster response which can occur at any time thereby minimizing damage to the lowest level…
