Recently, the National Conference on Disaster Prevention washeld in Hanoi. The conference was chaired by Prime Minister Nguyen Xuan Phuc.

The conference aims to comprehensively and deeply assess the situation of natural disasters, the status of prevention, response and remedial action,issuesand shortcomings as well as comprehensive solutions to address the urgent and long-term problems of people and property.

Also attending the conferencewere VicePrime Minister Trinh Dinh Dung - Chairman of the National Committee for Natural Disaster Emergency Response,  Search and Rescue,Minister of Agriculture and Rural Development Nguyen Xuan Cuong - Head of the Central Steering Committee for Natural Disaster Prevention, leaders of some ministries, representatives from 63 provinces and international agencies, experts, scientists.

Attending the Conference from Vietnam Academy of Water Resources (VAWR) were the Deputy Director General Assoc. Prof. Dr. Nguyen Tung Phong, representatives of Planning Board, Irrigation Software Technology Center and exhibitors of the Center.

The attendants of the Conference discussed and shared experiences on the organizational structure, forces and effective coordination mechanisms of the Central Steering Committee, the Steering Committeesof Ministries, provincesand localities in the field of natural disaster prevention and control; on identifying the need for budget resources to prioritize investment, reconstruction after disaster to ensure betterrecover of suffered areas; on options for mobilization from different sources include state budget, international support and private sector participation.

At the conference, on behalf of VAWR, Assoc. Prof. Dr.Nguyen Tung Phong presented the report. Mentioned in the report, the natural disaster prevention in Vietnam is facing big challenges due to the impact of climate change, the intensity of the type of natural disasters such as typhoons, rain, floods, drought ... more fierce , more extreme.The number of occurrences of natural disasters tended to increase both in terms of time and space abnormallycomplecatedly; The pressure of population growth and the scale of the increased economy require further strengthening of disaster prevention capacity; The impact of socio-economic development process on some aspects is unsustainable.

Deputy Director of the VAWR said that Vietnam has been applying many technologies, researching many related issues and has participated in solving challenges in disaster prevention such as the application of technologyto enhance the sector capacity for forecast and early warning in service of flood forecasting,downstream inundation and operation to ensure the safety of reservoirs and flood discharges for the central region; studying the impact of reservoir development, sand mining on rivers, the problem of lowering the riverbed and solutions to the Red River, and now studying it for the Mekong River; study the impact of upstream development on deltas and solutions, especially on the Mekong Delta; studying on drought forecasting, water management, water saving irrigation, mechanisms and policies to promote private participation intowater management in drought areas in the South Central and Central Highlands; Initially implemented models of flood forecasting and warning in Lao Cai, and is expected to be implemented in Yen Bai.

In addition, the Deputy Director of the VAWR also suggested that the Government should pay attention to the study on mitigation and response solutions such asstudy, forecasting and warning, the development of standards andregulations, impact assessment, active plan for prevention and mitigation of natural disasters ...; Keep going on forstudy, impact assessment, baseline survey as a basis for development of strategies, planning, delta development plans, and development of the most unfavorable scenarios and integrated solution for protection of natural resources, ecosystems, mangroves ... for the Mekong Delta; To accelerate the approach, studies research and application of advanced science and technology of the world such as spatial technology, remote sensing, building a large database to serve the management and control of the natural disasters prevention and mitigation, dam safety, forecasting the evolution of coastal shoreline erosion, operation and management of water supply for agricultural production and aquaculture.
