Water Resources and natural disaster prevention sector, the need of continuous innovation in scientific research

August 24, 2018, the Ministry of Agriculture and Rural Development organize a Scientific and Technological Conference on Irrigation and Disaster Prevention for the period 2013 – 2017 in order to introduce new research results which are possibly applied to production, improving quality and productivity.

The conference is part of preparing event series for 73th anniversary of the Water Resources Sector (28/8/1945 - 28/8/2018). Previously, in April 23th, Ministry of Agriculture and Rural Development (MARD) also held 03 Scientific and Technological conferences on irrigation and disaster prevention. One was for the irrigation management sub-committee at Vietnam Academy for Water Resources (VAWR); one was for sub-committee of work construction at the Institute of Hydraulic and one for sub-committee of natural disaster prevention and mitigation at the National Key Laboratory of River and Coastal Engineering.

Prof. Dr. Nguyen Van Tinh - Head of Science and Technology Board for Irrigation – Director of Directorate of Water Resources, Mr. Nguyen Canh Dinh - Former Member of Central Party - Former Minister of Irrigation Ministry; Prof. Dr. Pham Hong Giang and Prof. Dr. Dao Xuan Hoc - Former Deputy Ministers of MARD; Prof. Dr. Nguyen Tuan Anh - Director of Science and Technology Program for New Rural Development; Representatives of the General Departments, Departments of the MARD; Leaders of Provincial Departments of Agriculture and Rural Development from the whole country were participant of the conference.

There were also representatives from the Ministry of Science and Technology, Ministry of Natural Resources and Environment; Organizations, Associations; State-level key program offices; the media press agencies.



Assoc. Prof. Dr. Nguyen Vu Viet – Director, Prof. Dr. Tang Duc Thang and Assoc. Prof. Dr. Nguyen Tung Phong - Deputy Director are representativesof Vietnam Academy for Water Resourcesand leaders of units, scientist and leading experts in the field of irrigation of the units under the Academy.

In last five years, the irrigation sector has obtained a number of remarkable achievements, such as the gradual improvement of SCADA technology for monitoring and forecast of flooding and salinity, in the Mekong Delta particularly; the technology for water distribution, irrigation system operation; gradually improving the irrigation technology for main crops such as rice, up-land crops; advanced modern irrigation technologies for water saving such as sprinkle irrigation, drip irrigation which have been applied into practice and bringing high economic efficiency.

Water resources sector has provided solutions for water supply and drainage for aquaculture areas concentrated in the coastal area of Southern Central region and Mekong Delta; There has been successful application of barge dam technology, pillar supported dam, foundation treatment technology for dyke system and dam, especially the treatment for sluice foundation in Mekong river delta; To apply advanced modern and environmental friendly technologies to protect the coastal areas, river and sea dykes in the Mekong river delta; It is gradually completing the rain and flood forecast and early warning system to help MARD in management and decision making.

Despite its many current achievements, even though it is a fourth revolution, as well as the challenges of upstream development, internal development and climate change which is a serious problem for the irrigation sector. It will be a task for irrigation sector to continue in order to implement scientific and technological programs and topics for the development of the country and the irrigation sector.

Four typical reports on research results in the period 2013-2018 and research orientation in the period 2018 - 2025 in the field of irrigation and natural disaster prevention were presented in the workshop (of Ministry of Agriculture and Rural Development); namely: “Some issues of water regimes and land erosion in the Mekong Delta” - (Prof. Dr. Tang Duc Thang - Deputy Director of VAWR); “Application of technology 4.0 in the management of irrigation works”- (Dr. Nguyen Quoc Hiep - Director of Centre For Water Resources Software); Capacity building and intelligent production in the numerical transition period” (University of Water Resources).



According to Prof. Dr. Dao Xuan Hoc, former deputy minister of MARD, said that irrigation is posing a great challenge not only to the Mekong River delta, the Red River Delta but also to flooding control in Ho Chi Minh City and in the whole country. It is necessary to promote the intelligent of scientists to solve these problems and to have an open voice from scientists in all other fields.

Prof. Nguyen Tuan Anh, Head of the Science and Technology Program for New Rural Development, said that the Vietnam Academy for Water Resources and Water Resources University are two high potential research and training centers. The Ministry's management agencies should assign tasks and provide promotion for them to do their job. The Director of the program also suggested that the irrigation sector should study and propose measures to improve and protect the agricultural land, solve the problem of environmental pollution.


Prof. Dr. Nguyen Van Tinh - Director of the Directorate of Water Resources - MARD had pointed out some directions in the coming time such as to continue the application the 4th industrial revolution; To improve policy institutions, especially in irrigation sector; To improve standards, norms; and organizational arrangement from the central to local levels under Resolution 18 and Resolution 19 to increase resources; to improve irrigation technology, apply irrigation technology and water supply in the intensive farming process such as irrigation for rice, upland crops; The process of irrigation and water supply technology for intensive farming, ensure the quality of water; add more technology for dyke and dam treatment; The scientists collaborated with the Ministry of Agriculture and Rural Development in the flood control of reservoirs; the institutes and universities continue to support the Ministry in the administration, to improve the forecasting and early warning of natural disasters, including landslide in mountainous areas, coastal erosion, droughts and salinity intrusion; To continue applying advanced and environmentally friendly technologies to protect the coastline in general and protect the coastal and river banks of the Mekong River in particular...

Also in the framework of the conference, Vietnam Academy for Water Resources has displayed and presented research results such as publications, books, journals and introduced the research projects of the Academy.
