Workshop on “Innovation and Smart Water Management”

In July 13th 2018, Embassy of Israel has cooperated with Ministry of Natural Resources and Environment and World Bank (WB) to organize the workshop “Innovation and Smart Water Management” in Hanoi.

The workshop was organized with the aim of exchanging experiences and best practices in water resources management and innovation solutions of Israel, by which the World Bank and Vietnamese experts can promote the cooperation among stakeholders.

Participants attending the workshop were Israeli Ambassador in Vietnam, H.E Mr. Nadav Eshcar; representatives from the Ministry of Natural Resources and Environment, Ministry of Construction, Ministry of Agriculture and Rural Development, representatives of Vietnamese non-governmental organizations and Israeli scientists.

Participants from Vietnam Academy for Water Resources (VAWR) were Deputy Director General Assoc. Prof. Dr. Nguyen Tung Phong; representatives of Institute for Water and Environment, Institute for Water Resources Economics and Management, Center for Participatory Irrigation Management, Center for Training and International Cooperation and Planning Department.

At the workshop, on behalf of VAWR, Deputy Director General Assoc. Prof. Dr. Nguyen Tung Phong delivered a presentation on "Water-saving irrigation for agricultural restructure". The presentation described the challenges of water supply for agriculture, and argued that water-saving irrigation is an important solution for improving quality and added value, responding to resource depletion and impacts of climate change. In order to ensure high effective water-saving irrigation in agricultural production, it is necessary to apply solutions synchronously, associating with the production chain, agricultural restructure and suitable to characteristics of each region and cropping pattern.

In addition, water-saving irrigation has to be integrated with other technologies tending to smart agricultural production, high efficiency, appropriate production scale and farming organization. For example, the irrigation can be integrated synchronously with water exploitation and management technology such as on-site water storage, underground dams, hydraulic ram, turbine pump, solar-powered pump; Integration of forecasting technologies for drought , water sources, water demand (http://hochua.com); GIS, RTK technology, unmanned aircraft ... for field planning, developing a large scale irrigation system; application of on-farm equipment and technology for water-saving irrigation for rice ...

The presentation also points out that it is necessary to promote communication, propagation solutions, demonstration model sites and also to promote the implementation of mechanism, policies on the development of water-saving irrigation in order to apply this technology into practice quickly.
