Technical cooperation between Vietnam and Japan

Vietnam Academy for Water Resources (VAWR) cooperatedwith Japanese InstituteofIrrigation and Drainageto organize a technical workshop on management and operation of irrigation system to share experiences in management and operation of irrigation works in each country on June, 26th, 2018.

Thereare some Japanese representatives attending the workshop including Ministry of Agriculture, Forestry and Fisheries; JICA Organization, Embassy of Japan in Hanoi; the NationalAgricultural and Food ResearchOrganization; Project Advisor of Ministry of Agriculture and Rural Development and Institute of Water,Irrigation and Drainage.

On the Vietnam side, attending the workshop were Mr. Nguyen Viet Anh,Deputy Director of Irrigation works management Department and Mr. Nguyen Anh Tu - Deputy Director of Science, Technology and International CooperationDepartment under the Directorate of Water Resources.

Representatives of VAWR were Prof.Dr. Tran Dinh Hoa – Deputy Director General, Assoc.Prof.Dr. Nguyen Tung Phong - Deputy Director General; leaders and scientific staffs of sub-institutes under VAWR.

Mr.Mitsuo Ishijima - Ministry of Agriculture, Forestry and Fisheries gave opening remarks at the workshop

Mr.Mitsuo Ishijima - Ministry of Agriculture, Forestry and Fisheries gave a welcom remarks at the workshop and stated that the irrigation system in Japan is gradually changing into the management period which aims to extend the service life of works system, ensure the efficiency based on avalaible foundation and appropriate management. Ministry of Agriculture, Forestry and Fisherieshas adopted a number of policies to encourage the participation of non-farming people intothe management and maintainingagricultural activities from 2007 to date.

Ministry of Agriculture, Forestry and Fisheries ofJapan has cooperated withMinistry of Agriculture and Rural Development (MARD) of Viet Nam in the field of agricultural and rural developmentwithmany practical benefitsthrough projects on appointing experts and technicians to study and exchange experiences in water systemmanagement and rural road systemmanagement..., issues raised in this workshop will contribute to the agricultural development between Japan and Vietnam.

Mr.Nguyen Viet Anh - Deputy Director of Irrigation works management Department – Directorate of Water Resources, on behalf of MARD, affirmed that the workshop was very meaningful

“Vietnam has learned a lot of experiences from other countries in the world, including Japan, such as field planning and reclamation, land improvement with the participation of local people and other stakeholder. In the Vietnam Law on Irrigation there is a chapter on small irrigation and on-farm irrigation, which is expected to take effect from July 1, 2018” said the Deputy Director.

The Deputy Directorhopes to receive more assistance from Japanese experts in irrigation development, participatory irrigationmanagement and small irrigation, on-farm irrigation development.

There were fourpresentationsat the workshop, namely(1) “Efforts in management and maintenance of irrigation and drainage works in Japan”of Overseas Land Improvement Cooperation Office – Rural Development Bureau, Ministry of Agriculture, Forestry and Fisheriesof Japan; (2) “Irrigation management in Vietnam”of Department of Irrigation works management-MARD; (3) “Effective water use and management in agricultural sector – Management of irrigation and drainage model and irrigation automation system”of the NationalAgricultural and Food ResearchOrganization; (4) “Advanced water-saving technology for agricultural restructure”of VAWR.

At thesame time, there was also a session for exchange, discussion and sharing experiences on related issues such as ITC technology and the role of farmers in technology management; cooperatives and water usergroup; standard system; types of maintenance service...

On be half of VAWR, Assoc. Dr. Nguyen Tung Phong – Deputy Director General presentedthank to Ministry of Agriculture, Forestry and Fisheriesof Japan, Directorate of Water Resources – MARDfor cooperating with VAWR to organize this workshop and he hoped that there would be a lot of cooperation activities, similar workshops organized between both parties in the future.

Deputy Director Generalof VAWR  stated that there were many irrigation systems have been operating more than 50 years in Vietnam, so Vietnam was much concerned about the maintenance and longevity increasing of works.

Vietnam and Japan have exchanged experiences on the technology application in the irrigation systems management, supporting on-farm irrigation development which is an important content in the Law on Irrigation of Vietnam.

Regarding the proposed cooperation in the future, Deputy Director General of VAWR said that a number of legal documents such as circulars, decrees, guidelines ... has been developed under the Law on Irrigation in Vietnam, so Vietnamese side would like to continue to cooperate with the Japanese side in the development of regulations, standards, norms, technical guidelines on maintenance; developing technical manuals; water-saving irrigation to improve water use efficiency especially in dry regions in Vietnam.

Deputy Director General of VAWR insisted that the promulgated Law on Irrigation was very meaningful, considering water as a market-oriented commodity; the irrigation service fee was calculated appropriately and sufficiently, but there were also some support policies for different water users, especially farmers.
