The Law on Hydraulic Work has taken effect since 01 July, 2018. The most important new point to be considered as “breakthrough” in this Law is a change of approachconceptsfrom “serving” to “service”modesand a transfer from irrigation and drainage service fee to pricing mechanisms. Product, services which are produced from exploiting the hydraulic works are quite diverseand abundant with many different typesand serve for different use purposes. Products and services from hydraulic works are both “public” and “private”  characteristics  and be influenced by political and social factors, so they are sensitive, etc. Developing institutional frameworksfor price of product, services created from exploiting hydraulic works should be set up on basis of internal characters of its own cost elements. The price is defined as a payment for a unit of product, service produced from exploiting hydraulic works but which pricelevels are suitable with what types of product, servicesand which using purposes and subjectsare?which foundation used for pricingis?,which levels of supports, subsidies and assistance for payment of irrigation and drainage product, service use should be applied to achieve both goals of equity and efficiency, in line with the national policies in each development stage?,… These are issues that need to be thoroughly studied in order to concretize in process of proposingguidelines and documents in implementing the Law on hydraulic work.

This paper presents a summary of the scientific basis for pricing of product,services produced from exploiting hydraulic works, pricingmethods, and recommending options of product, services’price from exploiting from hydraulic works and a roadmap for implementation in accordance with the Law on Hydraulic Work.

Up to now, the Pillar dam has been applied widely and effectively in the whole country for the construction of river works. The Vietnamese standards for the design and construction of support dams have also been issued. In the application process, the horizontal displacement criterion of the support foundation still has some problems. This paper presents the scientific basis for chose the horizontal pillar damfor design calculation and application to the Pillar dams of Song Hieu - Quang Tri.

Wave energy is one of the most important factors in coastal erosion process. Wave energy density in the South Central Coast area has the highest value compared to other coastal areas of Vietnam and varies strongly between the southwest monsoon and the northeast monsoon. Study the components of wave energy flux perpendicular to the coastline and parallel to the shoreline along the South Central Coast to assess the potential risk of shoreline erosion and to provide the basis for proposing technical solutions to stabilize the coastline.

This article presents the results of  applied research of the Hydrological - meteorological combined model named WEHY-WRF to calculate recovery processes precipitation and flow across the Hong - Thaibinh River Basin, including part in territory of China and Laos. From the recovered data, conduct evaluation studies on the  drought  development  across the basin through the calculations, analyses the evolution of the indicators of  Standardized Precipitation Index (SPI) and  Streamflow Drought Index (SDI ) over space and time, from 1960 to 2015.

The article presents a model of the elastic modulus of the fully grouted stone asphaltfor the protective structure of the sea dike embankment in the laboratory, to replace the external elastic modulus which will take a lot of time and money, with an equivalent value, to serve for the calculation of the protection structure of the sea dike embankment with the fully grouted stone asphalt.

Directional Jet Grouting technique is developed on the basic of Jet Grouting technique by controlling the jetting angle to create a soil cementwater-cutoff wall in a panel shape. Directional Jet Grouting technique has been used popularly in the world and introduced in thehigh pressure groutingstandardsof Europe - EN 12716:2001 and of China - DL/T 5200-2004, but not applied in Vietnam yet. Based on authors’s experiences in research and application of Jet Grouting in the last decadein Vietnam, and on the successful application of Directional Jet Grouting in foreign countries, this paper aimed to make a review on principles, parameters of design and construction, evaluation methods of the quality of soil cement wall created by Directional Jet Grouting. Results on an application of this technique for peameable rehabitan of earth dam in China are also introduced. International experiences show that Directional Jet Grouting is a proper method for seepage treatment of foundation and body of dikes, earth dams and deep excavations.

The Law on Irrigation which was promulgated and took effects since 01 July 2018 has reflected  a new approach to the management and exploitation of irrigation work through shifting from non-profit services to paid services and irrigation service user-centered approach. The Law on Irrigation has been followed by many new legislations relating to management and operation of small scale and on-farm irrigation works which regulate new provisions on water user organization models, membership, operation charters and regulations, capacity requirements for organizations and individuals involving in the management and operation of irrigation works. As a result, existing water user organization (WUOs) should be reinforced accordingly to be in line with the Law on Irrigation. The deadline for a completed reinforcement process is 3 years since the effective date of the Law on Irrigation.

While capacity of existing WUOs is not adequate, the enforcement of Law on Irrigation is such a big challenge to localities. A successful WUO reinforcement  process depends significantly on various factors whereas the targets for interventions are large and vastly located. Without proper solutions, the deadline cannot be met. Building on best practices of WUO establishment/reinforcement in the Component “Strengthening Management and Operation Capacity of irrigation system in Ninh Thuan province”, the article will propose some key solutions to the establishment/reinforcement of existing WUOs to meet requirements of the Law on Irrigation.

The characteristics of the pillar dams are both vertical and horizontal anh Momen forces acting simultaneously. The horizontal load component of the hydrauic construction is very large, depending on the difference of water column before and after the works. Meanwhile vertical bearing capacity load of pile foundation structure is much larger than the horizontal one.

This paper computes and compares three different types of pile foundations for a pillar dam in fact with the same load combination, thus selecting the optimal pile foundation scheme.

Sea level rise (SLR) is one of the consequences of global climate change. Low-lying coastal lands around the world, including Vietnam, will be affected by the phenomenon of SLR, including rising floods that displace opportunities for settlement and production of millions of people; The coastline that is undergoing erodeddue to sea waves is likely to be more seriously eroded in the coming decades, especially in the South Central Coast (NTB).

Wave energy fluxs perpendicular to the coastline and parallel to the shoreline in shallow water along the South Central Coast with the NBD scenarios calculated and presented in this study are used as a predictor of the risk of evolutions of the coastline and estuaries of the South Central Coast under impact of SLR

Recurrent Neural Network (RNN) is widely used in many different fields, including irrigation. RNN models have beenapplied to forecast river water levels, reservoir’s inflow... In this paper, the authors developed a Long Short-Term Memory Network model (LSTM), a special type of RNN, to predict water levels downstream of Cau Cat Culvert in the Bac Hung Hai irrigation system. The input data of the model are just the water levels downstream of Cau Cat Culvert in the past, the predicted result is the water level there for 6 hours, 12 hours, 18 hours and 24 hours of lead-time in the future. The model proposed by the authors provides results with high accuracy and stability, with Nash coefficients ranging from 95.3% to 91.6% corresponding to the predicted cases. Therefore, it is possible to use this model to forecast the water level in the tidal sluice, helping to operate the culvert safely and effectively.

Side-channel spillway is representative types of earth or rockfill dams to discharge floods instead of frontal-weir when terrains are narrow. The side-channels have been being studied since the early years of the twentieth century. Flow in side-channel is a typical hydraulics for spatially varied flow with increasing discharge. Hoover dam in the Colorado river on the Nevada and Arizona border (USA) is known as the first side-channel spillway in the world base on the results of a large test project in the mid 1930s. This article will review some remarkable study of hydraulic structures and spatially varied flow. Some information in this paper will be a reference for studying this exciting hydraulics phenomenon.
