Inthe management of flood protection recently, under the technical assistance of Japanese experts, concepts and methods of intergrated flood management developed by World Meteorological Organization (WMO) was applied  in several river basins of Vietnam. The paper will outline the reality of the planning flood in traditional way in Vietnam as well as the more specific analysis of modern approaches and contents of intergrated flood management plan  under the guidance of the World Meteorological Organization (WMO).

After more than one year implementing the irrigation sector restructuring project, with drastic direction of Ministry of Agriculture and Rural development (MARD), Water resources Directorate (WRD) and the local authorities, initially achieving good results. The localities have organized to disseminate and grasp the targets, contents of project thoroughly and have developed the project or detailed action plans at local level. Immediately deploying the implementation of some focus missions according to approved plans by MARD as follows: review and adjust the planning, review and complete policy mechanism, promote the application of technology science, adjust the public investment, etc. Entire sector has a strong revolution (change) in awareness, thinking and action with focus missions in the coming years. However, some localities are still not drastic and proactive in implementing the project yet. In order to assess achieved results and to clear some shortcomings and restriction to get basis for proposing adjustment and amendment to contents and solutions for irrigation sector restructuring project implementation in next years, Institute for Water resources Economics and management (IWEM) has been entrusted the assignment for survey and assessment the results of implementation of irrigation sector restructuring project. This report introduces the summary of achieved results and recommends some missions should be done in next years.

At present the high head pumps are popular in the market with many different capacities to meet varied requirements of water column and flow. These pumps are widely applied in the field of water supply and in industry. This article will evaluate the possibility of applying high head pumps to supply water for agricultural production in crop restructuring and new rural programs in midland and northern mountainous region.

Breakwaters form of soft texture in addition to the primary function is to reduce wave erosion prevention, beach, coastline protection, they also have the advantage is take advantage of local materials and sources friendly to the natural environment, this is the kind of works are to be replicated and applied much on reality. The article will present experimental results on the tidal wave system combined in order to evaluate the effectiveness of the work, hence the scientific arguments about the logical layout of the dyke structures rising waves of structure software aims to protect the coast in response to specific conditions in the coastal areas of Vietnam.

In-land hydraulic infrastructure is as a tool for nature conservation and sustainable development for shrimp farming in lower Mekong delta. A reasonable layout with rational scale plays an important role in protecting the environment and increasing productivity. According to study results and current models which are effectively applied by the farmers, the authors would like to introduce some of those, especially for intensive shrimp farming in coastal area.

Predicting groundwater flow change in the future is a common task for managing and planning their exploitation. In this paper, GMS 10. is used to simulate groundwater flow in Con Son Island - Con Dao district. Based on the groundwater level monitoring data, groundwater extraction data, recharge and evapotranspiration over time combined with theory of groundwater flow modelling MODFLOW, groundwater flow of Con Son island is built. Since that would identify the issues need to pay attention are: the elevation, drawdown of groundwater, in particular the changes in groundwater level during the calculation time and in future time based on climate change scenarios.

The urbanization process in the Da Nang city is happening very quickly entail the water demand also increased rapidly. But the supply water resources is decreasing due to Da Nang city located in the down-stream of Vu Gia - Han river, near the sea; The clean water resource to supply for Da Nang city is taken mainly from Yen river (the downstream of Vu Gia river) is dominated so much by the large hydropower works as well as the hydrological regime, hydaulics on the Vu Gia – Thu Bon river system and saltwater intrusion from the sea through the Han river estuary.

According to the socio-economic development planning of the city, the agricultural production areas using water of the reservoir is decreasing, the water resource in the reservoirs will be redundant, therefore, need to calculate, reassess so that we can make the most of this water resources in the best way to serve for the socio-economic development in the conditions of Climate Change and Sea Level Rise as well as the water extraction at the upstream of Quang Nam province. In the framework of this journal, group of authors have used WEAP model (Water Evaluation and Planning System) of America to calculated. This is a water balance calculation model with fully integrated the hydrological flow calculation modules, the water demand calculation modules of the sectors, besides, it also give a lot of scenarios about the use of water in the future; This model used the medium emissions scenarios (B2) by the Ministry of Natural Resources and Environment recommended and used the meteorological database of Lucci project (this database have been verified); parameters of the hydropower works, irrigation works exploiting the water on the system as well as the Socio-Economic planning of Da Nang city and Quang Nam province. Since then calculating to determining the water availability and water demand for the economic sectors, calculating the balance and proposing the solutions to exploiting, using the water resource in a reasonable manner, bringing the economic benefits for city according to the stages up to 2020, 2030, 2050.

In recent years, there are many major storms (strong and super storm) have continued to happen in the world, causing great damage to people and property, such as Katrina (USA 2005), Storm Nargis (Myanmar in 2008), typhoon Bopha (Philippines, 2012), .... In particular, the super typhoon Hayan 2013 is the most powerful storm hit the Philippines with wind speed on level 17and the water level rise to 7m did more than 6,000 deaths and severe,destroyedinfrastructures. From the fact the major stormswerehappening in Vietnam and around the world,  Ministry of  Natural Resources and Enviroment has forecasted  the possibility of a strong storm surges  in Vietnam coastal areas.The article below summarizes some of  initial studiesabout possibility of flooding occurring due to strong storm surges  in coastal areas of the provinces of Thanh Hoa, Hue, Quang Ngai.

Rainfall in the northern mountainous and midland is abundant but unevenly distributed in space and time. To use rainwater for irrigation, the solution of collection and store are quite suitable with the characteristics of the region. The minimum collected area for 1m3 rainwater store depending on rainfall and collected surface characteristics. This article introduces the results of mapping distribution of minimum collected area in the two typically collected surface including reinforced and non-reinforced surface.

Indicated as one of the millennium goals, clean water supply and rural sanitation has been given great attention and priority in the Government’s socio-economic development plans. After 17 years of implementation, National Target Programme for Rural Water Supply and Sanitation has seen significant achievements.

Nonetheless, there still exists a number of constraints in rural water supply. The programme outcomes have yet to correspond with the investment of resources and people’s expectation. There is a relatively large number of structures with poor operation performance; the quality of water provided by certain facilities is unstable; operation management in some areas proves ineffective whereas the allocation of responsibility remains inefficient. Many structures even fail to operate.

It is, therefore, an urgent task to improve structure performance management, make appropriate adjustments to management mechanism and promote stable rural water supply facilities. Only then can the Millennium Goals and targets of the National Strategy for Rural Water Supply and Sanitation be realized, contributing to the new rural development.

CẢI TẠO TÍNH TRƯƠNG NỞ CỦA ĐẤT PHONG HÓA TỪ ĐÁ MAGMA AXIT TRÊN ĐỊA BÀN TÂY NGUYÊN BẰNG VÔI

This paper presents the research results on the effects of lime on improving expansive characteristics and shear resistance of soils weathered from acid magma rocks in the Central Highlands of Vietnam. Swell tests were implemented for the mixture of soil and lime with various lime contents of 1%, 3% and 5% at period of 0, 5, 14 and 30 days. Shear tests of soil lime mixture were also made to investigate the effects of lime on shear resistance characteristics of soil improved by lime. Test results show that, adding 5% of lime into soil can reduce the swelling degree of the soil from 19% down to 4%, beside the shear strength of soil increases significantly.

The Vietnam coastal erosion situation in nearly years extensive develop from Northern to Southern, Government invested many projects, works for coast protection. Behide tradition solutions as rubble, concrete, steel, wood, etcs, some places tested constructed new technology is “Stabiplage Technology”. The soft groyne use Stabiplage Technology is either coastal anti-erode or good point as nearing with environtment. However, some works were failed, so the evaluation effects to find exit causes and suggest solutions to perfect in design, construct and maintain to be urgent in now.

Floods are the result of heavy rains, the impact of climate change and severe damages to people and economy. The identification of flood and flood warning will be invaluable support tool for timely decisions in flood prevention currently on each basin. In recent years, Ky Cung river basin in Lang Son province has occurred the major floods causing damage of life and property as the floods of 1986, 2008, 2014. The flood forecast is not interested so floods occur often is passive flood prevention work.

In this paper, an integrated tool using GIS, a rainfall-runoff model, and a coupled 1D/2D hydrodynamic model that allows for simulating inundation processes, was applied to the Ky Cung river basin, Lang Son province.
